Results-Based Staff Development

Continuing Research in Elementary, Middle, and High School Literacy Programs

The National Staff Development Council, with the financial support of the National Education Association (NEA) and the collaboration of the University of North Carolina at Greensboro, is launching a continuation of their successful Results-Based Staff Development Initiative. The continuation will focus on identifying K-12 literacy (reading, writing, literature) staff development programs that increase student achievement. The results of this review process will be published jointly by NSDC, NEA, and UNCG.

The deadline for nominations for programs has passed.

The identification of these programs is a continuation of NSDC's work in highlighting results-based programs. With the support of the NEA and the Edna McConnell Clark Foundation, NSDC has already published three volumes that showcase programs that met the following criteria:

  • Evidence of increasing student achievement
  • Well-designed staff development program
  • Increase teachers' content knowledge and/or content-specific pedagogy
  • Are implemented in multiple sites

What teachers know and do influences students' academic success. The need for ongoing professional learning that deepens teachers' understanding of their content area and expands their instructional repertoire is essential to improving student learning. When the content of staff development focuses specifically on what data about student performance indicate are the areas of greatest need for students, the return on the investment in professional learning is likely to be higher.

It is our hope that schools, districts, and other agencies will use these resources as they design their own staff development programs. While neither the National Education Association nor the National Staff Development Council endorses these programs, we do recognize the success each has had in increasing student achievement through teacher learning. We encourage both staff development leaders and providers to examine the features of these model programs or consider adopting or adapting these programs for implementation in their schools and districts.

Each of the three volumes released as part of NSDC's identification of results-based staff development includes three sections. Section One covers the connection between teacher quality, professional development, and student achievement; the challenge of evaluating staff development; and an overview of the process used to select the programs highlighted here. Section Two includes all of the programs, presented by subject matter. Section Three outlines what staff developers can learn about effective staff development from the highlighted programs, next steps, and related resources.
