NSDC State Policy Projects
September 2005: West Virginia Study of Professional Development for Public School Educators
The West Virginia Legislature authorized a study of professional development for public
school educators, with oversight of the study to be provided by the Legislative Oversight
Commission on Education Accountability (LOCEA). The National Staff Development
Council (NSDC) was selected to conduct the study, providing an overview of the current
state of professional learning in West Virginia with recommendations for state professional
development standards and best practice to assist in advancing student achievement.

Fall 2003: State Policy Update Standards
For two years, NSDC and the National Conference of State Legislatures have been working on a joint project funded by The Ford Foundation. One outcome of this collaborative effort has been the development of a Policy Road Map for state legislatures interested in strengthening the quality of professional development in their states.
The policy recommendations are organized around five areas: Standards, Planning and Evaluation, Career Advancement, Resources, and Technical Assistance.
Part of our work is focused on helping states have access to information on the status of policy work in other states. More than a year ago, we began collecting information from states on policy area #1: Standards. We have requested states provide us with the following information regarding Standards:
Teaching Standards
1. Status: Has the state adopted Standards for Teaching?
2. Name: What is the document called?
3. The Standards: What are the Standards?
4. Levels: Are the standards used to distinguish various degrees of certification/licensure?
5. Source: What resources were used to prepare the standards?
6. Responsibility: Under whose authority were the standards developed/adopted?
7. Process: What processes were used?
8. Uses? What are the various ways the state uses the standards?
National Board for Professional Teaching Standards
9. National Board for Professional Teaching Standards?
10. Purpose: For what purposes is National Certification recognized?
11. Number: How many teachers have received National Certification?
12. Support: What support does the state and/or other organizations offer to National Board candidates?
13. Recognition: What recognition does the state offer National Board recipients?
Standards for Staff Development
14. Status: Does the state have standards for staff development?
15. NSDC Standards: Has the state adopted the NSDC Standards for Staff Development?
16. Title: What is the name of the state-adopted standards document?
17. Content: What are the "standards"?
17A. Source: What resources were used by the state to develop the standards?
18. Responsibility: Under whose authority were the standards developed/adopted?
19. Process: What process was used to guide development?
20. Uses: How are the standards used in the state?
